In Japan, there is a law which bans to construct crossings on newly constructed rail lines．But, conventional lines are not applied to the law．But, construction of elevated viaducts are recommended even on conventional lines as this case．
By the way, all the prefectures except Yamagata, Akita, and Yamanashi have at least a station on viaducts．
