I guess Mr.Noda said "phasing out dependence on nuclear power in the mid to long term" in order to calm their anger. As far as I've seen, anti-nuclear activists have done many kinds of radical statements or activities.
The other day, one of my colleagues teaching chemistry said to his student that it is necessary for us to learn chemistry in high school days so that we can assess danger of nuclear power correctly.
Though it may be my prejudice, I also think those who've never learnt chemistry or physics are more likely to be aniti-nuclear activists or critics.
Recently, it has been an issue in Japan that less and less children are interested in science. So, the trend seems to affect policies of nuclear power badly.
I wonder Japanese goverment takes measure for making children interested in science.
