I guess whether the student is guilty or not depends on the contents he allowed Internet users to watch for free.
If he accepted any contents, contents that were harmful or had copyrights were more likely to be uploaded. In this case, he had responsibility to monitor what were uploaded. But, the number of them should have exceeded the amount he could deal with.
The student's arrest reminded me how important it is to pay attention to copyrights.
