Some Japanese have illusion of foreign country's safety

Some Japanese consider those who speak to them in Japanese friendly to be pro-Japan people. But, the fact is that most of the cases end up to deceive the Japanese into paying a lot of money.
In Japan, People's Republic of China, South Korea, and North Korea have usually been treated as anti-Japan countries, while Taiwan, Turkey, and some of South East Asian countries are often treated as pro-Japan countries. But, this classification makes no sense when it comes to think about the risk of being involved in crimes.

You'll be more likely to be involved in crimes in some of South East Asian countries than in South Korea.
At most, what you are to encounter in South Korea is to be imposed to buy souvenirs by clerks who can speak Japanese fluently.
On the other hand, you have the same possibility to be involved in pickpocket, snatch, and fraud in some of South Asian countries.
