Why didn't they use feces of lions?

On Kisei Line in Japan, to prevent collision with deers, feces of lions were scattered.
As far as I remember, it was effective.
But, I wonder why it was not conveyed to Dutch railway companies.
Otherwise, Tupoleum is more effective than feces of lions?
