Not only hudson river tunnel, but also most of the stations on New York Subway's underground stations are kept as it was built. So, it's also the problem among public transportation infrastructure around New York.
But, current regime seems to be reluctant to invest on public transportations, judging from Trump's decision to cut budget on Amtrack.
