Why wasn't he arrested?

The article says "hostage justice should appall French government". Though I don't know whether it's true or not, opposite case seems to exist.
When Iizuka Kouzou, a prominent researcher, killed a couple of pedestrians by car accident resulting from misconduct of brake, he wasn't arrested. Police says "He is so old that he wouldn't run away. That's why we don't arrest him."
The case is criticized as "Benefit of citizens in aristocracy". If general people caused the same accident, they will soon be arrested. But, he wasn't the case.

So, unfair judgement definitely seems to exist in Japan.
