Such activities are not allowed in most of the Japanese companies. Even if you are in a company where such activities are not explicitly banned, you'll be spoken ill of you behind you.
So, in Japan, you have to be careful about your behavior in your working hours.
But, specific people are exempted from such activities. Exectives or elderly employees won't be scolded, even if they spend time on non-work activities.
We have to create working environment where working hours are less than current ones and productivity is higher than current one, and especially, in Japan, unreasonable hidden priorities for elderly employees must be suspended.
