Why do they use cars in mega cities?

It's often the case with densed cities that vehicle is the most rip-off transportation mode. Hong Kong would be the most extreme example.
It would be difficult to find out parking lots in urbanized area.

On the other hand, in Japan, it's not so difficult as Hong Kong to find parking lots in downtown.
But, tax and insurance on each car are so expensive that it usually costs 400USD to maintain one car.
So, less and less young people own cars.
