Without any partition between the quiet zone and the conventional zone, it would be meaningless to create the zone.
If one sits on a seat on 7th rows and a noisy child sits on a seat on 8th, the former passenger will be annoyed by the child, despite the passenger selected the seat in the quiet zone.
But, not only children but also adults are often noisy especially when a group of tourists sit in a same area.
So, it would be ideal to ban children and group tourists from sitting in the quiet area.
