When outsiders try to do something, it's difficult to benefit indigenous people. It's shown by the history of colonization or hard work at sweat shops.
But, this incentive would benefit indigenous people.
If a company wants to found its branch overseas, the company should think about how to get local people benefited in order not to bear conflicts.
