In order to avoid destructive damage on Indonesian economy in the case of natural disaster, Indonesia should disperse its population from greater Jakarta like relocating its capital.
And also, if overuse of ground water is an indirect cause of flooding, water pipeline would be needed. If it's technically difficult, relocation of the capital or political measures to discourage people to gather around Jakarta must be prioritized.
