According to the article, AIrline.Rating.com assesses safety of each airline by individual news. But, it's not fair, because the agency cannot gather all of the news related with safety of the aircrafts. And, there are a lot of small incidents that are not revealed.
So, it would be fair to compare how many passengers were killed per one flight. It reflects all of the accidents, and then it's fair.
