Why is the bill blamed?

After passing this bill, as long as police detains someone, he/she will be punished in Mainland China as Beijing likes. So far, Hong Kong Police cannot arrest those who show anti-Communist Party attitude. So, theoretically, freedom of speech is ensured. But, Chinese government may force Hong Kong Police to arrest them without any explicit reason. That's because there is no one who can physically stop such an illegal procedure.
Mainlandernization of Hong Kong seems to go ahead continuously.
