It costs a lot to embed systems for self driving cars on roads. Furthermore, that systems must be unified between car manufacturers. Otherwise, it would be a chaos world.
And, because of safety reasons, it won't realistic to install self-driving cars for commercial use. That's why even railway companies introduce autonomous trains for limited use. (Though one of my friends said strong labor unions of the railway companies discourage them to introduce autonomous trains, new railway companies partially introduce them.)
