An increase in frequencies is one of the common ways for metroisation. But, developing more homes by a railway company is a rare case except for Japan's major private railways, which has developed radially from downtown or sub-downtown of mega cities with development of real estates like homes.
It's interesting to see the similar phenomenon in UK.
