India is building a city from scratch to attract foreign investors

For me, the scheme to build the GIFT City seems to be sufficient to compete with economically developed cities like Hong Kong, Dubai, or Singapore, excluding its transportation system. Though the article says it just takes 20 minutes from downtown of the city to the nearest airport by car, travel time will be longer and longer after development of the city which may cause traffic jam.
So, I wish there would be urban rail systems or BRT systems to ensure punctual public transportation.
