I think where the most livable cities are depends on personal mindset.
As far as I observed, This survey focuses on crime rate and usability of public transportation.
So, I take it for granted that these factors would move Osaka and Tokyo's rankings.
But, if we consider climate, what happens?
Most of the Japan's cities are susceptible to typhoons and earthquakes. I wonder how these factors would affect.
