Google employee confronts execs over diversity: Many of us feel 'unsafe'

IT companies which have headquarters in California are supposed to hire many Asian people. So, I've thought it's rare case in those companies to see ethnical discrimination.
But, it doesn't seem to be true.
As the article says, harassment seems to have happened in Google. It's one of the problems we have to deal with.
On the other hand, I'm skeptical about the restriction that at least one woman must be included in exectives or something like that.
For example, if there is no woman in a company who fulfills requirement to be exectives, we have no choice but to get her promoted under such regulation. It's a kind of counter-discrimination.
What we need is not giving them positions but giving them opportunities to grow as majority does.
