As Anderson says, Amtrak should focus on intercity service within 500km. It's the longest distance for trains to be able to be competitive with air service.
In terms of promoting modal shift from vehicles, Amtrak can be competitive with vehicles within 100km on the condition that train frequency is satisfactory.
In addtion to them, planned high speed trains should be operated by Amtrak to increase revenue of Amtrak.
