PNR orders Indonesian DMUs

I was surprised at the last sentence.
The quote "Our desire is to expand the country’s railway system from the 77 km it is today and finish a 1 900 km network during the term of President Duterte"
Judging from the fact that PNR purchased DMUs, instead of diesel locomotives, PNR seems to expand its network around metropolitan areas.
But, even if it's possible, it won't be possible to complete 1900km networks during Duterte.
