Why was it constructed as single track rail which is not electrified?

Electrification to turn Taiwan into a ‘one day trip zone’

After inauguration of Taiwan High Speed Rail in Western part, renovation of Eastern Main Line has been undergoing.
Electrification of South Link Line is one of it.
Taitung Line, one of Eastern Main Line, was constructed as single track narrow gauge. But, it changed gauge to enable through service to Taipei. Electrification has already been finished. And, it's under double tracking.
I wonder why initial planners couldn't expect the increase of transportation.
