Are there measures for avoiding disastrous damage of hurricane?

Every year, I've heard damages of hurricane in the United States. I wonder if there is drastic measures to protect social infrastructure from hurricane.
Though it would be difficult to save paved road or railway tracks, there will be a way to protect utility poles and houses.

For example, utility poles can be unnecessary by constructing electrical catenary underground. It can stop damage from utility poles leaning due to strong wind.
And, only if houses are furnished underground, houses will avoid strong wind and thunder. When flooding, we can drain water from houses. It's easier than repairing houses.
