Istanbul – Dhaka – Yangon corridor plan to improve South Asia rail connectivity

I wonder why the plan doesn't include a route from Yangon to Bangkok. The reason why I would like to pose this question is Thai-Burma Railway. It was to be constructed by Imperial Japan with many casualties. So, it's also named Death Railway.
I guess that difficulties of constructing the railway discouraged United Nations Economic & Social Commission for Asia & the Pacific to extend the railway from Yangon to Bangkok.

Is it difficult even with the latest technology?
