Overspeed focus in Amtrak derailment

It's so serious accident, if it is truly caused by different signalling system between PTC and CTC.
That's because there would be many trains running on tracks regulated by both PTC and CTC in the United States.
By feedback of the accident, I want Amtrak to check all the similar cases to prevent accidents due to the same reason.
