Why don't they abolish bad habits?

I take it for granted that Japan's companies are not attractive for foreign workers.
Is it possible for you to imagine the horrible world listed below?
・In drinking sessions, freshmen are supposed to order what their boss want to eat or drink. Otherwise, they will be aversed or slapped
・Most of the workers are forced to work overtime. In some cases, freshmen are supposed to work overtime without salary
・Highly skilled workers are made fool of by blue-collar workers.
・Those who said their opinions to their boss are demoted.
・Workers who often change their job are supposed to be betrayers, and then would be difficult to find new job.
And so on

Without changing this environment, it's hard to lure talented workers from the other countries.
