Why is there heavy haze?

Breathing in Delhi air equivalent to smoking 44 cigarettes a day

While Beijing's haze has been famous, Delhi's would be much more serious.
One of the reasons is that pavement rate in Delhi is not high. And then, soil dusts would be soared in the sky
Second, public transportations like subway are not enough good, considering the population in Delhi.
Third, emission gas regulation in India is not as strict as in developed countries.
Fourth, because of economical growth in India, there are a lot of construction sites emitting particles.

For the time being, Delhi City has to restrict economic activities except for construction of public transportations and any other activities contributing to environment.
