Why do they sell second-use trains?

According to the article, trains were sold by UK to New Zealand. And then, they were about to be transported to Mozambique.
It shows European nations and their former colonies are somehow related with African nations.

On the other hand, Japan sold its trains to South East Asia.

But, both of South East Asia and Africa have recently been developed by China and more trains are also supplied by China.
So, Europe and Japan have to think about exporting new trains than selling used trains to be compatible with China.
