Could new China railway put Laos on the tourist map?

The article is written from a positive viewpoint. If it's written by con-Chinese activists, the railway would be described as a means to invade other countries.
Though I don't know the real purpose of high speed rail extension, it will benefit Laos economically anyway.
By the way, I'm interested in where immigration check will be taken place. If both of the immigration check and emigration check were to be carried out at stations in Laos, it's like invaing Laos.
