When Google was a small business, the way of guiding users to Google service wouldn't have been criticized.
But, now that Google is actually a kind of social infrastructure, the idea of earning by that way won't be accepted. On the other hand, if Google loses its position and is likely to go bankruptcy, governments have to aid the tech giant to maintain the social infrastructure.
